yes but the worse disaster to human life would be deforestation because trees make the air we breath and the more that are cut down and not replaced the lest air we have to breath

yes i seem to remember something about that when i was in school but it alone would not be enough to sustain life on this planet. and all the oil spills would effect that too

The Board of Trade lifeboat regulations were written in 1896, before the superliners like Lusitania, Mauretania, Titanic and Olympic.
They specified a set number for ships over, and under 10,000 tons displacement, and were not based on passenger capacity.
The Welin double acting davits were capable of handling many more boats than the 16 required by law (Titanic carried an additional two smaller boats, and the designer prevailed on the line to carry 4 Engelhardt collapsable boats, so she exceeded the law by a margin.)
I think the line simply did not want to equip her with any more boats since they did not add to revenue, or attract passengers.
There is enough blame to go around, I am sure, on the owner's part, it was a case of "Lifeboats don't buy tickets" and no legal requirement beyond the 16.
Unfortunatly, those she had were not loaded to capacity,and the crew and passengers were not prepared for what happened since no lifeboat drills had been conducted .
