yeah underwater an iceberg is massive and really cold, up on the waters surface it is still cold but not as cold underneath. Is the berg thats underwater more tougher and harder

Not really part of the same structure so no not really, though the top is exposed to the sun etc which can melt it but it's basically the same, because it's the same temperature.
