when the titanic was sending up flaires a ship sailed close by and thought that they were having a party Then why didnt the titanic steer towards the vessal at full speed ahead?

I think that they didn't notice the Californian's lights until some time had passed, possibly even an hour; at this point, they would have known that any attempt at steaming ahead would just drive water even faster into the ship.
