White rockets were fired from Titanic the night she sank. If a red distress rocket indicates that a ship is sinking, why is everybody blaming the Californian's captain for not helping the Titanic?

It doesn't. The secondary sources that claim that are mistaken.

Distress rockets could be of *any* color or description, but standard distress rockets were white (as per Boxhall.) The white rockets seen by the Californian were identical in appearance to those fired by the Titanic.
