The small boat in question is Nomadic, currently being restored in Belfast. (Yes, you can actually board the same ship that took passengers out to Titanic). Two tenders were built for work at Cherbourg - Nomadic and her sister Traffic.

That's when 'Titanic' was at Cherbourg France. The dock was to small for Titanic, so they had tenders carry people from land to the ship, were a gangplank would go from the tender to a door on the side of the ship, and that's how people would board.
